At the European Sustainable Energy Week (EUSEW) 2025, held from June 10-12, Zaragoza’s Managing Director of Housing, Lorena Reula, represented the NEUTRALPATH project during the policy session hosted by the Covenant of Mayors: “Housing for Resilient Cities: Empowering Citizens for a Clean Energy Transition.” Her presentation highlighted Zaragoza’s inclusive and community-driven approach to delivering energy-efficient housing.
Zaragoza combines different financing tools to ensure that energy efficiency is both accessible and equitable. According to Reula a key element of Zaragoza’s strategy is strong social engagement. Each project is supported by on-site assistance services for residents, direct coordination with construction companies and social cooperatives to promote co-creation and peer-to-peer communication among neighbours. This community-driven model combines sustainable neighbourhood transformations based on community participation and energy-positive design.
Through Next Generation EU and Horizon Europe, Zaragoza is also investing in district-level renovations in vulnerable neighbourhoods. The city is also piloting a Positive Clean Energy District under the NEUTRALPATH project.
EUSEW 2025, co-organized by the European Climate, Infrastructure and Environment Executive Agency (CINEA) and the Directorate-General for Energy, brought together global leaders in clean energy. Over three days, participants exchanged innovative solutions and strategies to accelerate the clean energy transition.
